Der Maler lernte zunächst in Ingolstadt, dann in Bologna bei Carlo Cignani (1628-1719), kam um 1700 nach Rom, wo er etliche Deckenfresken und Altarwerke schuf. Werke seiner Hand in zahlreichen italienischen Kirchen sowie in Museen wie in Prag oder Wien.
Das Portrait nahezu in Lebensgröße vor grünlich dunklem Hintergrund. Der Herr trägt einen mit Goldquaste und Borten dekorierten Mantel, auf der Brust eine Goldkette. In der rechten Hand ein Buch, auf dessen Rücken die Initialen des Künstlers stehen „I.S./ F“ (fecit) sowie die Datierung „1739“. Der Bildcharakter schließt nicht aus, dass es sich um ein Selbstportrait handeln könnte.
