Der russische Künstler Makarov studierte zunächst Fremdsprachen in Moskau bevor er 1975 nach Ost-Berlin übersiedelte. Hier studierte er von 1976 bis 1980 an der Humboldt-Universität Geschichte und wurde von 1984 bis 1987 Meisterschüler an der Berliner Akademie der Künste bei Prof. Werner Klemke (1917-1994).
In seinen Werken lotet er die Grenzen der Wahrnehmung aus. Die unterschiedlichen Sujets erscheinen in einem neblig-dunstigen Schleier. Die Wirklichkeit wird verschleiert, sodass zuletzt die persönliche Impression obsiegt. (1100151) (12)

The artist explores the boundaries of perception in his works. The various subjects often seem blurred as though shrouded in fog or mist. By thus obscuring reality one’s personal perception eventually wins.
