Sohn von Pieter I Mulier, war zwischen 1656 und 1670 in Rom, dann bis 1684 in Genua tätig, bevor er nach Norditalien ging.
Der Maler hat seinen Zunamen „Tempesta“ für seine sehr bewegten Darstellungen von Stürmen auf See erhalten. Auch seine Landschaften zeigen sich wie hier im Bild mutig aufgefasst. Im vorliegenden Gemälde hat der Künstler einen antiken, ruinösen Rundtempel auf einen, die Landzunge hineinragenden Felssporn gesetzt, der unterhöhlt und nahezu angeknickt über der Bucht thront. Diese stürmische Dramatik übersetzt Pieter Mulier auch ins Landschaftliche. Rechts hinten eine Hafenbucht mit Segelschiffen im Licht, vorne von Felsen gerahmte, kleinere Hafenbucht mit anliegenden Schiffen. Auch die Figurenstaffage mit Hirten und Maultieren ist in starker Bewegung wiedergegeben. Der Gegensatz zwischen Hell und Dunkel ist durch die lichte Meereszone rechts in Opposition zum links hochragenden Felsen mit schattenbildender Baumkrone wiedergegeben. (1021649) (11)

Son of Pieter I Mulier. The artist has been nicknamed “Tempesta“ because of his depiction of very rough sea storms. As can also be seen here, his landscapes show bold concepts: the artist has depicted the ruins of an antique round temple sitting prominently above the bay on a rocky promontory, so hollowed out that it almost seems to be breaking off.
The landscape too is represented in this wild dramatic manner. The background on the right shows an illuminated harbour bay with sailing boats and a smaller harbour bay with moored ships framed by rocks at the front. The staffage figures including herdsmen and mules are also depicted in intense movement. The contrast of light and dark is displayed with the light area of the sea on the right opposed to the towering rocks with shading tree crowns on the left.
