Wahrscheinlich Schüler von Daniel Seghers. War ab 1641 in Rom Vorsitzender der "Corporazione dei Virtuosi" und 1648 Mitglied der Accademia di San Luca. Arbeitete im Kreis von Pieter van Laer, wurde Hofmaler von Carlo Emmanule in Turin. Werke seiner Hand in Bordeaux, Dresden, Madrid, St. Petersburg und Rotterdam.

In den originalen, goldgefassten und ornamental bemalten Rahmen.
Jeweils eine kannelierte Säule im Zentrum vor halbabgedunkeltem Hintergrund, mit Darstellung von Ziervasen, antiken Mauerresten, Steinsockeln, Sarkophag etc., besetzt mit reicher Figurenstaffage und Putti. Die starke Hell-Dunkel-Auffassung der Capriccios ist nicht eigentlich typisch für das Werk Panninis, findet sich aber in Werken der Nachfolge des bekannten Malers.
